Trust and Community Company Administration
We offer full-spectrum administration of community development trusts and community companies, including financial governance, strategy development, M&E, and project design. Our work includes end-to-end theory of change design and implementation for leading REIPPPP community trusts.

Fowzia Davids is a development strategist, governance advisor, and social impact practitioner with over a decade of experience across government, nonprofit, and private sectors in Southern Africa. She is the founder and principal of Bloem Consulting Services, where she leads work in community development, trust administration, governance reform, public policy, and climate justice.

She has supported participatory governance systems for renewable-energy community trusts and contributed to high-level strategic engagements for the Office of the Presidency. Fowzia holds an MSc in African Development from the London School of Economics and is recognised for delivering rigorous, collaborative solutions that strengthen accountability and advance inclusive development.
