Established in April 2024, the Presidential eThekwini Working Group (PeWG) is a partnership mechanism bringing together government, business and community stakeholders to stabilise service delivery, strengthen governance and accelerate economic recovery in eThekwini.
Bloem Consulting Services (Bloem-Co) serves as the PeWG’s project management partner. We design the workflows and underlying systems that ensure seamless data transmission and progress loops between all relevant public and private executives.
Day-to-Day Operations
We manage the mechanism’s day-to-day operations, ensuring clear accountability through structured reporting, milestone tracking and visibility of commitments across all participating partners.
Coordination Architecture
Our team developed the tools and processes that underpin coordination across the PeWG’s seven workstreams, enabling improved collaboration and effective delivery.

The Presidential Johannesburg Working Group (PJWG) was established by President Cyril Ramaphosa in March 2025 to address critical challenges facing the City of Johannesburg, including high poverty levels, revenue inefficiencies, infrastructure decline and service-delivery failures. Its mandate is to restore public confidence, prioritise essential services and drive inclusive growth.
Our appointment builds directly on our proven leadership role in the PeWG, where we developed robust multisector coordination systems and supported the execution of complex municipal turnaround strategies. Bloem Consulting Services provides strategic, technical, and coordination support to the PJWG.
Strategic Clarity & Secretariat
We provide strategic clarity and facilitate decision-making across government partners while delivering full secretariat support, including meeting management, documentation, and communication.
Accountability Tracks
We track progress across eight workstreams, escalate bottlenecks through the Presidency’s oversight structures, and strengthen accountability to ensure priority actions advance efficiently.

In May 2023, Bloem-Co was appointed as the primary administrator for three Mulilo Community Trusts in the Northern Cape: the Prieska Solar Community Trust (Siyathemba Municipality), De Aar Solar Community Trust (Emthanjeni Municipality), and De Aar Wind Community Trust (Renosterberg Municipality).
Bloem-Co led a full strategic development process with Trustees, establishing a clear direction for all three Trusts. We refined the Trusts’ Theory of Change and strategic framework to ensure that every investment and activity directly contributes to meaningful and measurable community impact.
Core Mandate Operations
Our responsibilities include daily administration and governance support, financial management and oversight, implementation of development programmes, and monitoring, evaluation, and reporting.
Strategic Needs Assessment
The enhanced framework enables the Trusts to prioritise effectively and align investments with their mandate. We have also initiated preparations for a comprehensive community needs assessment to support an evidence-based strategic overhaul.

Knowledge Adaptation
Our ongoing tracking contributions provide practical tools and frameworks that external sector practitioners can adapt smoothly into their localized teams.
Collective Standards
We strengthen collective problem-solving paths and support the development of shared good-practice standards across the entire socio-economic development sector.
